<P>PROBLEM TO BE SOLVED: To provide a hydrocarbon-based electrolyte membrane improved in radical durability by significantly restraining and preventing cross leak, from a cathode to an anode, of oxygen being a cause of generation of hydrogen peroxide causing oxidation and deterioration of a polymer electrolyte fuel cell electrolyte membrane. <P>SOLUTION: This electrolyte membrane for a fuel cell is characterized in that the addition amount of an oxygen trapping material containing at least one kind of metal having affinity for oxygen in this hydrocarbon-based electrolyte membrane 2 is set to inclined concentration where it is increased on the high-concentration oxygen side (cathode) and decreased on the low-concentration oxygen side (anode) and the oxygen trapping material is mixed by using a sol-gel method.
