The adjustment unit (50) is provided facing the second surface (70b). The power-supply unit (10) generates a difference in potential between the discharge unit (40) and the adjustment unit (50). The drive unit (20) changes position in relation to the discharge unit (40) and the material to be deposited (70) of the adjustment unit (50). The drive unit (20) causes the discharge unit (40) to rotate.
