PROBLEM TO BE SOLVED: To simply execute mode switching operation for moving picture by a pointing device without executing key operation and icon selection. SOLUTION: Original picture data are stored in a data storage part 2 and picture data to be displayed are stored in a display memory 3 and displayed on the screen of a display part 4. Coordinates on the screen specified by operating the pointing device 6 are detected by a coordinate detection part 7 and a coordinate signal specifying the inside of a plotting area out of the detected coordinates is sent from a picture data detection part 8 to a scrolling processing part 10 or a picture processing part 11 through a switching control part 9. The picture processing part 11 executes picture processing such as plotting based upon the inputted coordinate signal and the scrolling processing part 10 scrolls a picture based upon the inputted coordinate signal. The transferred destination of the coordinate signal from the control part 9 can be switched by hand by operating a switching operation part 6a mounted on the pointing device 6.
