PROBLEM TO BE SOLVED: To select the exit port of an outgoing optical switch on the basis of an LLID attached to an outgoing packet on the outgoing side, and to select the entrance port of an incoming optical switch on the basis of the LLID of a GATE message for transmission control on the incoming side.

SOLUTION: When an OSM 25 receives a GATE message for discovery from an OLT in the period of a discovery operation, a certain port k is connected and the OSM 25 is made to pass through. Then, when receiving a REGISTER message from the OLT, the LLID written in it is acquired and the port k and the LLID are made to correspond.
