PROBLEM TO BE SOLVED: To quickly and surely transmit information related to disasters to persons, to whom this information should be transmitted, to reduce their disasters and to transmit information without newly providing a private communication line to reduce the equipment cost. SOLUTION: A sensor 10 is installed in a region where the occurrence of disasters or the like is predicted. A controller 3 sets different alarm contents in accordance with the output condition of the sensor 10 and sends a signal corresponding to alarm contents to a distribution line 1 of a power company. The signal from the controller 3 transmitted to the distribution line 1 is forwarded to alarms 9 placed in houses 6a and 6b, and a voice message is outputted or an alarm tone is emitted in accordance with contents of the reception signal, and lighting of plural lamps is controlled. Simultaneously, the signal from the controller 3 is transmitted to a breaker 12 and an indicator lamp 13 installed in prescribed positions of a road 11 through a leader line 2 to close the road by the breaker 12 or give a warning by the indicator lamp 13 if necessary.
