PROBLEM TO BE SOLVED: To enable a positioning system in a mobile communication network to protect a privacy of a user using a mobile to be positioned, especially to protect the privacy of the user, even when a positioning request is provided from another network to the mobile belonging to its own network. SOLUTION: A positioning gateway unit of own network stores the privacy set information of a mobile belonging to own network, the positioning request to the mobile, belonging to own network from a client apparatus connected to another network passes through the positioning gateway unit of the network (step 4), the privacy setting of the mobile to be positioned is confirmed at the time of positioning request and positioning result notice (steps 5 and 11), and positioning processing and positioning result notice are performed, only when the positioning request and the positioning notice are permitted.
