METHOD, APPARATUS AND SYSTEM FOR IMPLEMENTING POLICY AND CHARGING CONTROL

A system, apparatus and method for implementing policy and charging control are provided. When UE enters into the controlling scope of the second policy and charging control function (PCEF) entity from the controlling scope of the first policy and charging control function entity, the second PCEF entity can get the rules of policy and charging from either the first PCEF entity or the policy and charging enforcement function (PCRF); the second PCEF entity sets up bearer with UE; and then the second PCEF controls the service data flow of UE according to the rules of policy and charging that are acquired currently. When UE enter into the controlling scope of the second PCEF entity from the controlling scope of the first PCEF entity, the method of present invention can switch the second PCEF entity from the first PCEF entity; and the second PCEF entity can replace the first PCEF entity to control the current service data flow; and then the method of invention can control the system service effectively.
