PROBLEM TO BE SOLVED: To suitably encode a video quantization parameter in video encoding that uses context base binary arithmetic encoding.SOLUTION: A video quantization parameter encoder according to the present invention comprises: prediction means for generating a predictive quantization parameter from past reconstruction quantization parameters; arithmetic means for generating a differential quantization parameter from a quantization parameter and the predictive quantization parameter; and quantization parameter encoding means for binary-arithmetically encoding, when the differential quantization parameter is significant, a first bin indicating whether or not the differential quantization parameter is significant using a first context, binary-arithmetically encoding other bins following the first bin and indicating the absolute value of the differential quantization parameter using a context differing from the first context, and binary-arithmetically encoding a code bin following the other bins and indicating whether the differential quantization parameter is positive or negative without using any context.SELECTED DRAWING: Figure 3 |
