Provided are a signal control device, a computer program, a storage medium, and a signal control method that can improve traffic processing capability at an intersection. The signal control device is provided with: a vehicle-count acquisition unit that acquires a vehicle count for the vehicles that pass a prescribed location in a prescribed lane of an approach road that approaches an intersection; a vehicle-count specifying unit that, with respect to a first point in time and a second point in time that follow the beginning of a green signal for the approach road, continually reestablishes the second point in time and specifies, multiple times, a vehicle count for the vehicles that pass the prescribed location between the first point in time and the second point in time; a vehicle-count calculation unit that, each time the second point in time is reestablished, on the basis of the specified vehicle count, calculates a prescribed-time-period vehicle count for the vehicles that pass the prescribed location; and a decision unit that decides signal control parameters for the intersection on the basis of the calculated prescribed-time-period vehicle count. |
