Provided is a monitoring system comprising a mobile terminal and a management device that communicates with the mobile terminal. The management device has a control unit that controls the direction that cameras face on the basis of the position information when the management device has received the position information. The monitoring system may have a configuration in which the mobile terminal has the first transmission unit that transmits the position information of the mobile terminal to the management device, and in which the management device has the following: the control unit, which controls the direction that the cameras face on the basis of the position information, when the management device has received the position information; a tracking unit that extracts a candidate to be tracked on the basis of images received from the cameras; and a display unit that displays the images and displays the tracking candidate included in the images with emphasis and so as to be selectable.
