<P>PROBLEM TO BE SOLVED: To provide an image processing device which can adequately perform edge processing and binarization processing even to an image accompanied by shading. <P>SOLUTION: The image processing device is provided with; a dividing means which divides an image to be processed into blocks comprising a plurality of pixels; and a normalizing means which divides the luminance value of each pixel, for each block, by an average luminance value of the block, in which the pixel is included, to compute a normalized coefficient.
