PROBLEM TO BE SOLVED: To provide a video signal output apparatus and a video signal output method capable of outputting a video signal for video recording only when recording video and avoiding a video signal outputted in the other cases than the execution of video recording from being used for the video recording. SOLUTION: The video signal output apparatus for outputting a video signal to a video recording apparatus 13 via a video output terminal 38 turns on a switch 27 on the basis of a video recording start time at which the video recording is reserved to allow the video signal obtained from a received broadcast program to be outputted to a video output terminal 28 to which the video recording apparatus 13 is connected, and turns off the switch 27 on the basis of a video recording end time at which the video recording is finished to stop the video signal to be outputted to the video output terminal 28.
