A moving picture encoding method performing hierarchical encoding includes: a step for subjecting an input image signal to a first process and a hierarchical division in a spatial direction so as to obtain a first signal; a step of contracting the input image signal by a resolution conversion filter and performing a second process on the contracted resolution so as to obtain a second signal; and a step for encoding the first signal and the second signal. The first and the second process may be, for example, a first and a second filtering in the temporal direction. The first and the second signal are a time filtering lower-node hierarchical signal and an upper-node hierarchical time filtering signal. |
