<P>PROBLEM TO BE SOLVED: To speedily burn fuel gas or anode off gas so that a ceiling temperature of a burner is not exceeded when burning the gas. <P>SOLUTION: A varying ratio against the passage of time in burning temperature is calculated by a controller 31, based on a detected value of a burning temperature detecting means 30 when feeding of hydrogen gas or anode off gas is started to a burner 15.
