<P>PROBLEM TO BE SOLVED: To provide an optical communication system, optical signal receiving device, and optical signal receiving method for reflecting in a post-stage, a trouble that optical signals could not be received, without increasing lines for transmission. <P>SOLUTION: In the optical communication system, an electro-optical converter 201 on the transmission side transmits an optical signal 202 encoded by a predetermined specific encoding rule. On the receiving side, a selector 214 selects either a data 213 output from an opto-electrical conversion circuit 211 or a pulse signal 216 output from a pulse output circuit 215 depending on whether an optical signal detector circuit 212 detects an optical signal or not, and sends the selected signal to a line wherein an AC coupling capacitor 206 exists. A pulse detection circuit 225 outputs a data enable signal 227 when it does not detect a pulse corresponding to the pulse signal 216.
