<P>PROBLEM TO BE SOLVED: To provide a plunger pump capable of easily controlling contact pressure of a blocking member required at a time of liquid projection and preventing leak of liquid from a section between a plunger and the blocking member, and a pump device using the same. <P>SOLUTION: This plunger pump 100 is provided with a cylinder 2, the plunger 1 provided in such a manner that the same can reciprocate in the cylinder 2, and the blocking member 3 arranged between the cylinder 2 and the plunger 1. The blocking member 3 is formed in an annular shape.
