PROBLEM TO BE SOLVED: To oxidation-decompose hydrogen in the air and in the water which one generated at the negative electrode of an electrochemical element, so as to convert them into water to ensure safety through a simple method by electrically short-circuiting front and back catalyst layers with an electron conductive material which passes through a solid high molecular electrolyte film sandwiched between two catalyst layer sheets having catalysts. SOLUTION: A short-circuit hydrogen electrode 3 and a short-circuit air electrode 4 of a carbon cloth having a platinum particle support carbon catalyst are sewed together, sandwiching a solid high molecular electrolyte film 2 impermeable hydrogen between the same with a short-circuit copper wire 5 tread, and are electrically short-circuited. After being jointed by a hot press, a gasket 25, an air impermeable electrical insulating film packing 7, and a porous electrical insulating film 6 such as polyethylene or the like are superimposed and thermally fused to turn into a hydrogen processing short-circuit type electrode 1. The hydrogen generated at the negative electrode of an electrolytic ozonizer element is converted into protons and electrons by the short-circuit hydrogen electrode 3, and it passes the solid high molecular electrolyte film 2 and the short-circuit copper wire 5 respectively so as to be combined with oxygen of outside air to turn into water at the short-circuit air electrode 4, and no hydrogen leaks to the outside. |
