PROBLEM TO BE SOLVED: To provide a steel cord for reinforcing a rubber product, having improved rubber penetration and instant adhesiveness of steel cord to be used for reinforcing various rubber products and a method and an apparatus for producing the steel cord. SOLUTION: This steel cord for reinforcing a rubber product has a steel cord structure obtained by twisting a number of external wires 12 around a core wire 11 of a flat section having a torsion in the same or the opposite direction as that of the twisting direction of the cord. The core wire 11 of the flat section has the torsion of 0.2-2 times per twisting pitch of the cord in the same or the opposite direction as that of the twisting direction of the cord.
