PURPOSE: A method and an apparatus for estimating a noise level of a video signal are provided to measure the level of noise contained in the video signal directly using characteristics with respect to noise distribution and video signal distribution even in the case that image compression and transmission is performed digitally or in an area including detailed signal components. CONSTITUTION: Pixels of current frames are read(601), and local variance with respect to each pixel is calculated(603). Histograms by sections with respect to local variances of the pixels are calculated(604). The histograms are received to determine effective histogram values(605,606,607). The average of the effective histogram values is calculated(608). Minimum variance among variances corresponding to histogram values that are larger than the average value is determined as noise variance contained the current frame(609).
