PROBLEM TO BE SOLVED: To confirm the terminal operation of a user, and to inhibit the user's access to intracompany resources when the user violates a rule determined by a manager.

SOLUTION: A quarantine device 20 is provided with: a log collection management part for receiving log data from a client terminal 10, and for writing the log data in a log DB 32; a log data reading part for reading log data from the log DB 32; a rule collation part for, when the read log data shows the execution of an operation shown by rule data stored in a result DB, determining that the log data are matched with a rule; a result transmission part for outputting result information showing the rule whose matching is determined by the rule collation part and result information showing information with a user identifier in the log data; and a communication control part for instructing communication control corresponding to the rule shown by the detection information to a client terminal 10 of a user specified by the user identifier shown by the result information.
