PROBLEM TO BE SOLVED: To provide a polymer solid electrolyte membrane that has low methanol permeability and high ionic conductivity suitable for a proton exchange membrane for a fuel cell.

SOLUTION: The polymer electrolyte membrane comprises a physically or chemically cross-linked blend polymer including three components consisting of a polymer having an acid group, polyvinyl alcohol (PVA) that is a polymer having a hydroxyl group and a water-soluble polymer.
