PROBLEM TO BE SOLVED: To detect a change of a signal to be detected even in a development environment where an analog circuit cannot be applied. SOLUTION: A signal detection circuit 1 is adapted to detect a change of a signal, to be detected, synchronized to a synchronizing signal. A frequency divider circuit 2 frequency-divides the synchronizing signal to produce at least two frequency-divided signals having different phases. A detection circuit 3a, 3b defines either one of a high-level interval or a low-level interval in each frequency-divided signal as a signal detection interval and detects a change in a rising edge and a falling edge of the signal to be detected in each signal detection interval.
