PROBLEM TO BE SOLVED: To enhance operationality of a network camera by improving a response to a control instruction of an image transmitted from a remote camera. SOLUTION: In a network camera system including a viewer 120 receiving the image from the network, and a camera 100 transmitting the image to the network, an operation detection part 122 for detecting the operation on the camera 100 determines the amount of the first movement, based on the detected operation. An image reception part 122 receives the amount of the second movement being an actual amount of movement of the camera 100 controlled by a pan-tilt control part 106 of the camera 100. A pan-tilt difference detection part 124 finds the difference between the amount of the first movement and the amount of the second movement.
