PROBLEM TO BE SOLVED: To provide a technique for being capable of performing control by detecting the movement of a user in a shorter time. SOLUTION: In the controller 300 provided with a control part 310 for specifying the movement of the head-mounted display device 100 from detection information detected in a head movement detection part 200 and a reference value and controlling processing corresponding to the specified movement, the control part 310 has the control part to perform the processing of generating the reference value from the detection information acquired in a first period in the case that the detection information from the head movement detection part 200 is between the point of time of starting movement detection which is the reference time for calculating the reference value to a second point of time later than a first point of time and the processing of generating the reference value from the detection information acquired in a second period in the case that the point of time of acquiring the detection information is the second point of time or later.
