An apparatus and a method for outputting an image are provided to prevent an overhead phenomenon from being generated when combining a background image and a variable foreground image in a video controller, by applying a chroma-key to a predetermined area of the foreground image, to which a chroma-key color is applied. An apparatus for outputting an image comprises a chroma-key color storing unit(310), an MPU(Micro-Processor Unit)(300), and a video controller(130). The chroma-key color storing unit(310) stores chroma-key colors. The MPU(Micro-Processor Unit)(300) sets a block to which one of the chroma-key colors is applied using a pixel address of a foreground image. The video controller(130) combines a background image and the foreground image using the block set by the MPU(300), and then displays the combined image through a display unit(160).
