A medicament useful for treating tumors or angiogenesis mediated diseases , medical compositions and kits comprising the medicament and a method for p reparing the medicament are provided. The medicament contains complexes of a modifier and angiostatin or its fragments, which have longer in vivo half-l ife than non-modified angiostatin or its fragments. The modifier is selected from high molecular polymers, proteins or their fragments, polypeptides, sm all molecules and any other type of compounds.
