PROBLEM TO BE SOLVED: To enhance the easiness of the operation to install an air bag module to a steering column.

SOLUTION: An opening 76 for inflating an air bag is formed in a column lower cover 22 covering the lower rear end of a steering column 12 and is closed with an air bag door 60 formed separately from the column lower cover 22. Air bag module 54 is integrally installed to the air bag door 60, and before a steering lock 68 is installed to a column tube 26 (inner tube 36), the air bag module 54 can be attached to the inner tube 36.
