PROBLEM TO BE SOLVED: To provide a topical cooling medical instrument and a topical cooling system which can easily and continuously cool a spinal cord in a cervical region or its vicinity without causing a whole body to be hypothermia.SOLUTION: A topical cooling medical instrument 10 comprises a tubular member 5 arranged to penetrate between spinous processes constituting a cervical spine of a vertebrate animal, and is used for cooling a spinal cord in a cervical region by circulating a cooling medium inside a tube of the tubular member 5. A circuit for circulating the cooling medium is formed by the tubular member 5 constituting the topical cooling medical instrument 10 and a resin tube member connected to an opening end part of the tubular member.SELECTED DRAWING: Figure 1
