PROBLEM TO BE SOLVED: To provide a personnel evaluation apparatus or the like for achieving fair and highly accurate multilateral evaluations.

SOLUTION: The personnel evaluation apparatus or the like is provided with an evaluator candidate storage means for storing an evaluator who evaluates a person to be evaluated; an authentication means for authenticating a person who uses a user terminal; an evaluator designation accepting means for sending a list of evaluators to the user terminal used by the authenticated person to be evaluated and for accepting the selected or newly inputted evaluator; an evaluator storage means for storing the evaluator accepted; an evaluator approving means for accepting approver's determination as to whether or not the evaluator is qualified and for reflecting a content accepted; an evaluation registering means for sending evaluation input data to the evaluator determined to be qualified by the approver and for receiving the evaluations inputted; an evaluation storage means for storing the received evaluations; and a tallying means for tallying the stored evaluations for every person to be evaluated.
