PROBLEM TO BE SOLVED: To directly receive a load of a moving device without rotationally moving the moving device even when it is changed from grounding of a wheel to grounding of an adjuster bolt by making an adjuster position always constant. SOLUTION: A mounting flange, a wheel frame to axially support the wheel free to rotate, first and second thrust ball bearing parts arranged on upper and lower surfaces of the wheel frame, a screw support for the adjuster bolt having a head part for mounting and the adjuster bolt screwed on the screw support for the adjuster bolt are furnished, the second thrust ball bearing part, the wheel frame, the first thrust ball bearing part and the mounting flange are sequentially assembled on the head part of the screw support for the adjuster bolt and are fixed by caulking the head part of the screw support for the adjuster bolt and the wheel frame is made free to revolve against the screw support for the adjuster bolt by the first and second thrust ball bearing parts.
