MOBILE COMMUNICATION SYSTEM, MOBILE COMMUNICATION METHOD, MOBILE STATION, AND MOBILE SWITCHING CENTER

A mobile communication system, a mobile communication method, an MS(Mobile Station), and an MSC(Mobile Switching Center) are provided to enable a restriction instructing transmitter of the MSC to specify treatment corresponding to a cause of congestion in each MSC to restrict the specified treatment, thereby avoiding bad influence on treatment which should not be basically restricted. A congestion cause detector(11) detects a cause of congestion from an MSC or an SGSN(Serving GPRS Supporting Node). A restriction instructing transmitter(12) transmits restriction instructions for each treatment, which indicate treatment types to be restricted in the MSC or the SGSN with regards to an RNC(Radio Network Controller), based on the detected cause of the congestion. The RNC comprises a notification information transmitter which transmits notification information including the received restriction instructions to a UE(User Equipment).
