<P>PROBLEM TO BE SOLVED: To enhance efficiency of cell voltage and stack voltage. <P>SOLUTION: A cell of a fuel cell is equipped with a membrane electrode assembly 5 and a separator 4. The membrane electrode assembly 5 comprises an electrolyte membrane 5a, a cathode 5b joined to one surface of the electrolyte membrane 5a and to which air is supplied, and an anode 5c joined to the other surface of the electrolyte membrane 5a. The separator comprises an upstream member 1, a first net material 2, and a second net material 3. The upstream member 1 has a plurality of ribs coming in contact with the membrane electrode assembly 5, each rib forms an upstream region 6a of an air chamber 6 by the contact of each rib with the membrane electrode assembly 5. The first net material 2 has hydrophilic nature, is formed in a porous state having many holes, integrally formed with the upstream member 1, and faced to the membrane electrode assembly 5 to form a remaining part 6b of the air chamber 6.
