PROBLEM TO BE SOLVED: To provide an information recording medium in which occurrence of such a phenomenon that RWM processing is finished in error in computer environment can be prevented. SOLUTION: An information recording medium 100 is provided with a user region 104, a spare region 105 including a substitution region which can be used to replace a defective region in the user region 104. The user region 104 and the spare region 105 comprises plural sectors. Each of the plural sectors comprises a user data region 107 for recording user data and an attribute data region 108 for recording defect substitution permission attribute data. The defect substitution permission attribute data indicates whether recording of user data is performed in a permitted state in which execution of defect substitution processing substituting a defective region in the user region 104 by a substitution region in the spare region 105 is permitted or not.
