The present invention relates to a solar power generating system with a double surge protection function and a leakage current control device which is to prevent device damage and improve usage efficiency of the system by mounting the double surge protection function. Ageing of a surge protector is diagnosed and a main surge protector can be replaced in an active state to enable electricity generation without stopping an inverter, thereby obtaining an electricity generation time and preventing damage of an inverter device.
