PROBLEM TO BE SOLVED: To create a 3D model of a building with simple operations.SOLUTION: The present invention includes: a display unit displaying image data taken of a building as a modelling object; a specification unit specifying a part of the displayed modelling object as a specified area; a 3D model creation unit estimating the shape and the size of the specified area and creating a region model corresponding to the specified area in a 3D model of the modelling object based on a part of a 3D model adjacent to the specified area in the 3D model and a presumption using characteristics of the building; and a storage unit storing data of the 3D model.SELECTED DRAWING: Figure 1
