An implantable composite comprising: a solid tacky biocompatible polymer film comprising a releasable bioactive agent; and a release liner affixed or adhered to the solid tacky biocompatible polymer film; wherein the solid tacky biocompatible polymer film comprises an adhesive polymer having a Tg less than room temperature and comprises a terpolymer of lactide, glycolide and caprolactone residues, and wherein the amount of lactide residue in the terpolymer is from 10 to 31 mole percent, the amount of glycolide in the terpolymer is from 10 to 40 mole percent, and the amount of caprolactone in the terpolymer is at least 49 mole percent.
