PROBLEM TO BE SOLVED: To provide a viscoelastic composition layer containing fine particles which has an excellent adhesion strength at high temperatures with no reduction of the adhesion strength and shear strength at a normal temperature. SOLUTION: The fine particle-containing viscoelastic composition contains particles 90% of which have a particle size of≤30μm. Preferably, the fine particles are hollow inorganic particles. Further, hollow glass balloons are suitably used as the hollow inorganic particles. The viscoelastic composition layer containing fine particles is used for a pressure-sensitive adhesive layer, a base material, a pressure-sensitive tapes or sheet having the pressure-sensitive layer and a pressure-sensitive tape or sheet having the base material.
