<P>PROBLEM TO BE SOLVED: To provide an image processing apparatus for creating the image data of a rotating image from original image codes in the order of horizontal scan lines. <P>SOLUTION: A DMA processor 2031 reads from a main memory into code block line memories 3037, 3038 the block codes of block lines horizontally aligned on a rotating image. From the code block line memories, the block codes are read sequentially from the top block, and the process of creating the image data of one horizontal scan line of a block rotating image from the block codes of each block read is repeated the number of times corresponding to the number of horizontal scan lines of the block rotating image, for all the blocks of the block lines, whereby the image data of the block lines are output in the order of the horizontal scan lines.
