<p><P>PROBLEM TO BE SOLVED: To provide a water sprinkling device for preventing or minimizing damage such as the deformation of a panel resulting from remaining LNG in the panel when the supply of water into a trough of an open rack type vaporizing device is stopped in emergency, and to provide its operating method. <P>SOLUTION: In the water sprinkling device, heat medium (water or sea water) in the trough is utilized to be carried down along both faces of the panel for vaporizing low-temperature liquefied gas remaining in a heat transfer pipe when the supply of the heat medium into the trough is stopped. For example, the water sprinkling device comprises a water sprinkling pipe 8 having a number of small holes 10 for carrying down the heat medium transferred from the trough 4 along both faces of the panel, and a connection pipe 9 for transferring the heat medium from the trough into the water sprinkling pipe.
