PROBLEM TO BE SOLVED: To provide a manufacturing method of a polyurethane foam roller by which open cells excellent in air permeability are formed, and a polyurethane foam roller manufactured by the manufacturing method. SOLUTION: The manufacturing method comprises expansion-curing a raw material for a polyurethane foam containing polyether polyol, TDI and MDI in a mold, compression-crushing the polyurethane layer with a compression ratio of≥20% and≤90%, a rotation speed of≥50 rpm and≤800 rpm and a number of rotation of≥50 times and≤200 times and air-crushing the polyurethane layer undergoing the compression-crushing by blowing high pressure air against the layer.
