PROBLEM TO BE SOLVED: To provide a rubber heater capable of heating an object to be heated by bringing the object into close contact therewith without a gap in accordance with a shape of the object, and to provide a method of manufacturing the same.SOLUTION: A rubber heater 1 is made of silicon rubber and has a shape matching the surface shape of a radome 100. The rubber heater 1 is made possible to be covered from above the radome 100 so that a gap is not formed. The rubber heater 1 is joined to the radome so that an inner rubber layer and a rubber layer with a heater around which a Nichrome wire 2 is spirally wound at an even interval are overlapped.
