PROBLEM TO BE SOLVED: To provide a winder for a sound insulation panel drop preventing rope slack capable of storing a slack part with good appearance in a compact size by simple operation with the sound insulation panel drop preventing rope fitted to a support, and automatically letting out the slack part if necessary to exhibit a drop preventing function. SOLUTION: This winder is a means for storing a slack part of the sound insulation panel drop preventing rope until it is required. The sound insulation panel drop preventing rope has both end parts connected to the support, the following parts are lowered in parallel and simultaneously connected to the back of each sound insulation panel, and the lowermost part is left as a slack part including a U-turn part. This means is formed by a disk-like member 7 rotatably supported on a structure on the sound insulation wall side, the disk-like member 7 has a winding drum divided into two parts through a partition plate 7c intermediate in the direction of thickness, and the partition plate 7c has a hook part 72 in a part on the circumference, for hooking the U-turn part of the slack part and winding up the parallel parts extending from the U-turn part round the respective winding drum in the same direction.
