A coal ash characteristics evaluating method for power plant boiler slagging prevention is provided to apply an exact slagging determination index, solve a combustion problem of non-standard coal thermal power plant boiler of a 500MW grade through combustion state determination suitable for equipment, and stably operating power plants by determining a combustion state of the boiler and ensuring accuracy and reliability of heterogeneous coal mixing ratio determination. Coal ash is produced by burning coals at 700-900 degrees C for about 3-5 hours. 2mg of coal ash is dissolved in 200ml of pure water. Between 4~5 hours when electric conductivity is gentle, an electric conductivity value by coals is deduced. A relational expression between a slagging index and waste gas temperature is deduced. A value of a waste gas estimation amount is applied to mixed coal to determine a coal mixing ratio.
