<P>PROBLEM TO BE SOLVED: To provide a developing device capable of quickly adjusting supplemented toner and developer so as to have uniform toner concentration. <P>SOLUTION: In the developing device where a developing unit for developing a photoreceptor drum and an agitating device 45 provided with agitators 54 for agitating the toner and the carrier as the developer are separately equipped, and the developer circulates between the developing unit and the agitating device 45.
