An embodiment of the present invention provides a solid electrolyte composition, a cell electrode sheet using the solid electrolyte composition, and a method for manufacturing the cell electrode sheet, as well as an all-solid-state secondary cell and a method for manufacturing same, the solid electrolyte composition containing: organic particles (A) having a first particle with a polyurethane structure and/or a polyurea structure, and a plurality of second particles covering the surface of the first particle, the second particles having smaller grain diameter than the first particle and having a polyurea structure; and an inorganic solid electrolyte (B) having conductivity of ions of a metal belonging to group 1 or 2 of the periodic table.
