Disclosed is a base station having: a reception unit that receives control signals from a user equipment (UE), via a bearer for control signals set for each user equipment (UE); and a restriction unit that determines, in accordance with a prescribed restriction rate, whether or not to restrict audio signals from the user equipment (UE) that sent the control signals, in the event that restriction of the audio signals is implemented at the prescribed restriction rate. Said base station discards information sent by the bearer for control signals set for the user equipment (UE) that sent an audio bearer setting request signal, in the event that the restriction unit has determined to restrict audio signals from the user equipment (UE). |
