PROBLEM TO BE SOLVED: To provide a converter, an optical semiconductor device, and an optical semiconductor device manufacturing method capable of reducing optical loss.SOLUTION: A converter connected to an optical semiconductor device including a waveguide having a p-type semiconductor layer provided on a first core layer, comprises: a second core layer connected to the first core layer; an end surface; and an upper cladding layer provided on the second core layer, the second core layer including a thinned section which is in at least a portion from a connection section with the first core layer toward the end surface and where a layer thickness decreases, the first core layer and the second core layer being identical in composition and thickness near the connection section, and the upper cladding layer being an i-type or n-type upper cladding layer thicker than the p-type semiconductor layer.SELECTED DRAWING: Figure 6
