PURPOSE: To obtain a durability under high-temperature and -humidity conditions or in an ozone atmosphere by a method wherein a cleaning blade brought into pressure contact with a surface of an image-holding body used in an electrostatic charge image forming device for cleaning and removing a powder toner remaining thereon is made of a polyurethane rubber elastic body having a specific gelation ratio. CONSTITUTION: A cleaning blade 2 brought into pressure contact with a surface of an image-holding body used in an electrostatic charge image forming device for cleaning and removing a powder toner remaining thereon is made of a polyurethane rubber elastic body having a gelation ratio of 70% or more. In addition, the hardness of the polyurethane rubber elastic body for the cleaning blade 2 is set to 60-80. The gelation ratio can be controlled by changing the kind and quantity of a polyisocyanate having a functionality of two or more or a chain extender or alternatively using a catalyst in combination.
