PROBLEM TO BE SOLVED: To improve strength without increasing the thickness by embedding a reinforcing material in a foamed layer of a plate material composed of a thermosetting resin foamed body. SOLUTION: In a manufacturing method for a foamed plastic plate 10 in which uncured foamed plastic 14 composed of thermosetting resin with compressed gas is filled respectively in a box-shaped top force 11 and a box-shaped bottom force 12 and then the top force 11 and the bottom force 12 are closed and the foamed plastic 14 is cured at the normal temperature, a reinforcing material 13 for reinforcing the foamed plastic plate 10 is disposed at least either one of the top force 11 or the bottom force 12 before or after filling the uncured plastic 14.
