PROBLEM TO BE SOLVED: To obtain a video recording and reproducing device having versatility, which is provided with 1st and 2nd storage reproduction means, an image processing encoder and an image processing decoder. SOLUTION: The video recorder is configured such that a 1st storage reproduction device 14, a 2nd storage reproduction device 17, a buffer memory 15, an encoder 11, a decoder 16, and a microcomputer 300 are connected to a bridge 12 and a mixing device 100 and a switcher 400 freely control an input/output of the encoder 11 and the decoder 16.
